'Access is denied. Aspose.PDF' when running ASP.NET app

Dear support,

I have this error since long.

When I compile the .NET app and try to run it while comipling or immediatly after. I have this rror message (Pl see attached). 'Access is denied. Aspose.PDF'

I have to only restart my PC to get around it. I do have a license.

Please advise.
