When I attempt to import this XER file, I encounter the following exception: “An entry with the same key already exists.” This occurs while creating the “new Project()”.
I have reviewed all related topics but haven’t found any solution.
Could you please help me identify what is wrong with this file?

Yes, the attached file contains several RSRCRATE (Resource rate) entries for the same resource and the same date.
