does Aspose.Cells reference any of the MS Office PIA, any of the MS office COM dlls? meaning do i need to install the MS Office PIA or install office in order to user Apose.Cells?

No, Aspose.Cells for .NET not use any of the MS-Office dlls or com assemblies. It is fully independent .NET framework assembly.
