Aspose.Pdf for .net fails to convert html content to PDF with images

when aspose.pdf.dll is deployed to the global assembly cache on our IIS vm, the convertion to pdf fails with the error: Could not load file or assembly ‘Aspose.Imaging, Version=22.12.0.0, Culture=neutral, PublicKeyToken=716fcc553a201e56’.
However when the dll is placed in the web site bin directory, the same code works fine.
We are using Aspose.PDF 23.1.0.0, and are not using nor deploying Aspose.Imaging.
The server also hosts SharePoint 2013 web application.
