Aspose.Pdf.Kit.PdfFileStamp ArgumentOutOfRangeException query

Why do I have to turn off exception catching in Visual Studio when creating a "New Aspose.Pdf.Kit.PdfFileStamp" in code in .NET? If I try to handle the exception the code never reaches the 'catch' of my 'try/catch' and repeatedly shows the same exception dialog forever.
