Will Aspose Slides for SSRS create a fully editable normal PP file, or would it be a static, uneditable slide?

Thanks for your interest in Aspose.Slides.

I like to share that the presentations generated using Aspose.Slides for Reporting Services are editable. However, it depends on the shapes. Like images and charts are rendered as images so they cannot be edited. The tables cells are rendered as individual cells and can be edited. Please follow this link for supported shapes.
