I moved to new version 26.5 and here my results:
There are two problems:
TopoJson (.json) to Gml - output in QGIS is empty.
TopoJson (.topojson) to Gml - output in QGIS is empty.
Please see:

I reproduce this bug.
We need to make fix for this.
I am not sure.
We have many task right now.
We will try fix as more as we can with small fixes
we made fix for this. It will be in june release
