I found an issue in the latest version with comments being misplaced when moving rows using the method Cells.InsertCutCells.
I’ve attached here a sample test project that replicates the issue.

To run the sample project, just replace the placeholder [YOUR_PATH_HERE] in Program.cs line 55, with your output path of choice and run the project.
In the result file, the cell with value ‘Cell B1’ will have comment ‘Note for B2’ when it should be ‘Note for B1’.

After an initial test, I am able to reproduce the issue as you mentioned by using your sample code segment. I found comments are misplaced a bit when moving rows.
We need to evaluate in details if this is an issue with the API or something else. We have opened the following new ticket(s) in our internal issue tracking system and will deliver their fixes according to the terms mentioned in Free Support Policies.
