Creating a PDF file with images

I need to create a PDF file from scratch with pages containing one image and description of the image on each page. I need also optimize the size of the images to keep the PDF file size reasonable. What would be the best approach? <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />
