Thanks for your patience. We have tested the scenario and noticed that the fixed file format output e.g. PDF, XPS generated by Aspose.Words 17.3 and Aspose.Words 19.1 differ from the output generated by MS Word. The TIFF file format is also fixed file format.
As you know Aspose.Words mimics the MS Word behavior, so the output generated by Aspose.Words 17.3 and Aspose.Words 19.1 is incorrect. Please convert your input HTML to PDF using MS Word and Aspose.Words and compare the output PDF files to see the difference.

The issues you have found earlier (filed as WORDSNET-17907) have been fixed in this Aspose.Words for .NET 19.3 update and this Aspose.Words for Java 19.3 update.
