I am using Visual Studios VB.Net. I need to be able to drag and drop controls like a textbox to a pdf. Then load a value to the textbox. Is this possible with Aspose?

Aspose APIs are class libraries and can be used through code only. Please check Assembly control offered by GroupDocs (http://groupdocs.com/) if it meets your requirements.
