Error while open protected PDF file

When we are trying to decrypt any unprotected file from aspose.Pdf. It gives exception:

“Permissions check failed (invalid Perms value).”
Code Used:

`Document pdfDoc = new Document(filepath, “1234”);`

For reference attached this protected PDF file.
Password: 1234
