Thank you for posting your inquiry.
TNEF attachments contained in EML are behavior of server and if an EML file doesn’t have any such data, the API won’t convert this to TNEF. PreserveTnefAttachments flag is just for the purpose of preserving TNEF attachments if any in the loaded message. Please let us know if you have any further query in this regard.
