I have tested this issue with your sample code project Performance Appraisal.rar using the latest version: Aspose.Cells
for .NET v8.6.1.2 and found it is generating correct output xlsx file. I have attached the output xlsx file for your reference. So this issue looks fixed to me. Let us know your feedback.

I did another test with download link you provided for my previously uploaded sample project and it worked! Seems there is a problem with cache or something similar in my VS environment. Anyway, thanks a lot.
