Is there any way to fill out form fields within a PDF and then merge the text into the PDF document thus removing the form fields from the PDF document but retain the text that was entered?

You can use Form.FlattenAllFields method to merge the text with the actual PDF contents. Please try this method at your end and see if it helps in your scenario.
