@jmunro Please call mergedDoc.UpdatePageLayout(); before saving document to PDF. When you use LayoutCollector Aspose.Words caches document layout. And when you save the document to PDF, it uses the cached version of document layout that does not have the TOC. So simply update page layout before saving document to PDF.
