I amworking on the windows application , in which i need to Open PDF as Editable and once user get filled the PDF and click on download link , PDF should download in with the latest updated value in Readonly mode.

Thanks for your inquiry. You may set privileges on existing PDF document, please check following documentation link for details. In download button logic, you may set privileges on the PDF file before download. Hopefully it will help you to accomplish the task.
