I tested it on versions 24.3 and 24.4, on my PC the license installation takes no more than 600 ms.
I also tested this on version 21.5 - the license installation time is no more than 750 ms.
The problem can be caused by antivirus software, which reacts to the operation of obfuscated assembly intensive checking of executable code.
