We want to have a image in table cell background and write some text in the cell. Is there a way to achieve this without using textbox in the table cell?

Thank you for your inquiry.
You cannot set an image to be background of a table cell. There can be only predefined patterns. I would recommend playing with a text box (positioning, anchoring) to achieve this.
