Unable to load Huge 2.1GB Pdf to split it

I am trying to split a huge 2.1gb pdf document into smaller 200 page pdfs.

I am unable to load the document into either the

ASPOSE.PDF.Document or the Aspose.Pdf.Facades.PdfFileEditor

I am coding on a Win 8.1 machine with Visual Studio 2015. My machine has 24gb of Ram and I am only using 10gb. When trying to load the document, the memory does not increase like I would expect to see. It stays constant, like its not even trying to read the file.

I cannot share the document, due to it being a sensitive document protected by our agency. I am trying to see if I can install adobe pro now to see if i can split it.

We would like to share with you that we need the code snippet and huge PDF document to reproduce this issue in our environment. Kindly create a sample PDF file for testing purpose or you can share the original file with us because attachments are accessible to thread owner and our staff only. Kindly share requested data by uploading it to Google Drive, Dropbox etc. so that we may investigate to help you out.
