Working with mpp file which is currently opened with MS Project

is there a way to work with mpp file which is currently opened with MS Project and get latest changes, export changes to project, etc?

There is no such way to open an already opened MPP file by MSP using the API and vice versa. Please let us know if we can be of any additional help to you with your queries related to the API.
