If not, would it be safe to assume the effect could be replicated using Shapes on top of an image that each have a separate bookmark link applied somehow? We’re interested in linking to other parts of Word/PDF documents from these clickable areas of an image.

Thanks for your inquiry. You can draw shape on top of other shape and then group them into a single GroupShape object. You can also connect individual shapes with the bookmark positions in document by using Shape.HRef property. Please let us know if we can be of any further assistance.
