We have found the issue and are going to fix it in Aspose.PDF 23.7. The reason you are getting the exception is because your server is missing the “WINDIR” environment variable for some reason. As a workaround, you can set this variable prior to the Aspose.PDF 23.7 release.

The issues you have found earlier (filed as PDFNET-54563) have been fixed in Aspose.PDF for .NET 23.7.
