We are trying to convert the attached PDF file to CSV but not able to convert it.
Tried using the Aspose online PDF to CSV converter (Convert PDF | Online and Free) as well but there also we are getting an empty CSV file.
Any help in this issue is appreciated.

We tested the scenario using 22.6 version of the API and noticed that the output CSV file was blank and image was not present in it. Therefore, an issue as PDFNET-52101 has been logged in our issue tracking system for further investigation. We will look into its details and let you know as soon as it is resolved. Please be patient and spare us some time.

We have investigated the ticket. There is no text in the PDF that could be extracted, only an image with extremely bad quality (please, see the attached image). Normally it needs to make OCR (Optical Character Recognition) before converting, but with this document, it unlikely helps since the quality of the image is very low (we tried different OCR engines, but none of them could recognize text in the document correctly).
