It is hard to investigate the scenario with little details of it. Could you please share the sample PDF in which you want to make changes? We will further share our feedback with you accordingly.

It looks like the dotted area is caused by the source PCL file. Since the PDF is generated through PCL file, please share the source PCL document as well so that we can investigate whether the dotted area can be redacted or not.
We tested the scenario in our environment and sadly, we could not find any way to replace or change the dotted background. However, we have logged an investigation ticket as PDFNET-51674 in our issue management system to analyze the feasibility. We will further look into its details and let you know in case it is possible to achieve what you require. Please be patient and spare us some time.
