Check Adding Markup enabled for a document

Team,

I have Aspose PDF license, I wanted to check the pdf is open for edit, I was wanted to load that on Bluebeam software which will edit the pdf.
PDF has one of the property Adding markup is restricted, not sure how to verify and update it in Aspose.
