Is it possible with Aspose.PDF to combine four single-page pdfs into one single-page pdf? Each of the four single-page pdfs would take up 1/4 of the page in the new combined.pdf.
I could also start a four-page pdf and combine the four pages into a one-page pdf .

You can concatenate four PDF files into single PDF document containing four pages as explained in Concatenate PDF Files and then you can use MakeNUp(“a.pdf”, “b.pdf”, 2, 2); method to achieve your requirements.
Or, alternatively, you can also convert the PDF pages to images and add a table on a PDF page, then you can add those images in table cells as per your requirements.
