Just downloaded the latest Aspose.NET, and Visual Studio complains this.
Error 1 Assembly generation failed -- Referenced assembly 'Aspose.Note' does not have a strong name

Thank you for contacting support. We’re sorry to share with you that we could not reproduce this issue on our side. Please provide us the exact steps to replicate this error message on our side. What is your application project type, Visual Studio version and edition and other environment details. It would be great if you can provide us a sample project. We’ll check and reply you accordingly. We also publish Aspose.Note APIs on the NuGet site. You can also use Visual Studio option to add it from NuGet site.
