When I save the file in the attachment as HTML, I found that conditional format is different in Excel to HTML conversion using Java codesample.zip (16.6 KB)

Please notice, I am able to reproduce the issue as you mentioned (via screenshots) by converting your template file to HTML. I noticed the conditional format is different in Excel to HTML conversion using Java code. I have logged a ticket with an id “CELLSJAVA-43933” for your issue. We will look into it soon.
Once we have an update on it, we will let you know.
