Create a multipage pdf from 2 streams

Hello, I am trying to merge two streams into a single pdf but so far its not working.
I’ve tried the PdfFileEditor.Concatenate , PdfFileEditor.Append and PdfFileEditor.Insert

Can you guide me to a solution?
