Creating a List Object

in Excel Data validation needs to be set in data populated in Excel Dropdown

It is already supported, see the document with example code on list data validation for your reference. The document is in Java and you may easily convert to Python code using Aspose.Cells for Python via Java APIs.

And, we will add relevant document to Python via Java Docs.

Yes. Aspose.Cells for .Net supports data validation too.
