Custom format for european number formatting doesn't work

Hi There,

We are using latest Aspose.Cells. During localization, we noticed a bug that custom format for European formatting doesn't work. The steps to reproduce.

1. Put value 123456789 with custom format "###\.###\.##0" on Excel worksheet

2. Number shows properly in Excel as "123.456.789". Save the file.

3. Open using Aspose and retrieve string value for this cell.

4. The string value gets wrong result.

Please provide a fix or workaround.

Please send me the .Net 2.0 assembly.

Besides, I suggest you send out 2.0 assembly by default. With 4.0 coming, 1.0 is really too old.
