C3 cell is merge by many columns , use databar.toimage(cell,ImageOrPrintOptions) to rander image , witch width was small. it seem a columns width.
when i use imgOpts.setDesiredSize(600,28) , it not work too.

Please notice, I am able to reproduce the issue as you mentioned by using your template file. I found the issue with DataBar.toImage method regarding width which is small. C3 cell is merged by many columns. When using databar.toImage(cell,imageOrPrintOptions) to render image but it renders the image with small width. Even using imgOpts.setDesiredSize(600,28), it does not work. I have logged a ticket with an id “CELLSJAVA-44952” for your issue. We will look into it soon.

This is to inform you that your issue has been resolved now. The fix will be included in our upcoming release (Aspose.Cells 22.12) which is scheduled in the first half of December, 2022. You will also be notified when the next version is released.
