Well, apparently this may not be possible (i.e., date value is converted from dd-mm-yyyy to dd/mm/yyyy while converting excel to html). Anyways, as you are using some older version of the product, so I will recommend you to first try using our latest version/fix: Aspose.Cells for Java v17.10.4 if it makes any difference:
