We are seeing different behavior from running local vs running on server.
Any idea what may account for this?

Aspose.Cells does not require, depend or use Office (Excel) automation APIs, so it does not matter whether you have installed MS Excel or not. Surely, you would need MS Excel or Excel viewer to view the Excel files (generated by Aspose.Cells).
When rendering spreadsheets (e.g., to PDF, images, etc.), Aspose.Cells will take locale/regional settings (of the OS) into account and render the spreadsheets accordingly. Could you please elaborate what different behavior you are seeing running local and server environments?
