Using Aspose.pdf, can I set the Enable for Commenting and Analysis flag so Adobe Reader is able to add comments into the document?

FYI, Aspose.Pdf for .NET offers the capability to specify the access privileges over the PDF document so that developers can restrict or allow annotations modification, contents modification, copying the content, degraded printing, document assembling, form filling, printing the pages and screen readers. From the security side of things, the document does have the ability to add comments. Other non-Adobe based readers can add comments to the document.
Adobe Pro has a setting called “Enable for Commenting and Analysis”, which you need to set in order for Adobe Reader to have the option to add comments into the document.

I’m afraid currently this feature is not supported by Aspose.Pdf. For the sake of implementation, I’ve logged this requirement as a New Requirement in our issue tracking system as PDFNET-14716. We will investigate this requirement in detail and will keep you updated on the status of a correction.

We have further investigated this problem and I am sorry to inform you that we might not be able to support this feature because it requires to create a digital signature which cannot be created by Aspose.Pdf. More along, "It's not a permission, but a usage right. You cannot set usage rights without using Acrobat or LiveCycle Reader Extensions. It involves applying a digital signature that then gets validated when the document is opened in Reader to see what features to activate."
