Extract all MTEXT and rewrite to DWG

So I am considering purchasing this API. However i would like to know if it is possible to extract all MTEXT from a DWG file, be able to change the extracted MTEXT, then import/rewrite it back to the DWG without having AutoCAD running. Is this possible?

And is this feature available for the .NET version only or can you set the text with the Java version as well?
