Most of all the features supported in API are supported in XML format. You may get further information on Introduction to XML Technologies (Generator) . But since Aspose.Pdf.Generator is legacy approach, so you can get idea about XML schema from above link and generate XML based on new Document Object Model of Aspose.Pdf namespace.

I have tested the scenario and have managed to reproduce same problem that when setting LocalHyperlink for TextFragment in XML file, its trying to open external file. For the sake of correction, I have logged it as PDFNET-42251 in our issue tracking system. We will further look into the details of this problem and will keep you posted on the status of correction.
