How to add a layer to pdf

i want to add a layer on a pdf page that covers the whole page so text cannot be selected. is this possible?

Looks like we need to investigate this feature. Can you possibly share a sample PDF that already has such feature? Also, as a workaround, you can convert the whole page into an image and generate new PDF from that image so that the text cannot be selected. For more information:
