Does Annotations support importing annotations from our local database? We have the text to highlight and comments, as well as the start and end positions of the text.
We also need to be able to export from Annotations when the annotation has been completed.

If you are referring to Annotations in Aspose.PDF API then PdfAnnotationEditor class exposes several overloads of ImportAnnotations and ExportAnnotationsXfdf method which also include example code for your kind reference.
