Inconsistent row height

I have a table that I am trying to set the row height on each of the rows. I set the row heights at the top of the page and have some code at the bottom of the page to go through and see the row height value. It is consistent with the value I have entered. When the ppt displays, only about 1/3 of the rows have the desired height. The rest are the standard height, which is much larger than I need.

Any input would be appreciated.
