Calling GetPresentationInfo(filePath).IsEncrypted for a 0kB file causes an IOException to be thrown (An attempt was made to move the file pointer before the beginning of the file.). This affects both C# and Java.
An example 0Kb pptx is attached.

I have observed the presentation file shared by you and have not been able to download the presentation shared. I request you to please share the presentation file with us again along with sample code. Please also share the java version used on your end as well. Also please try using Aspose.Slides for Java 15.3.0 on your end as well first.

The file that I attached previously is empty which is probably why you are having problems downloading it. To create one yourself: right click on the Desktop, click New, click Text Document, change the extension to .pptx and press enter.
Here is the line of code in C# that throws the exception: Aspose.Slides.PresentationFactory.Instance.GetPresentationInfo(filePath).IsEncrypted;
I can confirm that we are using version 15.3.0 of Slides.
