Hello,
Legend is displayed differently when there is 1 legend series vs multiple legend series. Is there a way to control this behavior to always display legend series name?

This is the behavior of Excel. When there is only one series and the styles of chart points are not same(such as modifying the background of one chart point ), the legend name will get the axis labels
