Metered license usage in .net

My company has bought a metered license and we are trying a Poc. I have following questions.

Question 1:

I am consuming Aspose.Cells in a .net application. Is it required to set metered key by calling Metered.SetMeteredKey() before every usage or can it be set in one place in the application?

Question 2:

During my test when I use Workbook.Copy() the consumption quantity doesn’t go up at all. Even though the file is of size 8kb. In some occasions it does go up. Why would this be inconsistent?

During the downtime when the api Host: purchase-api.dynabic.com cannot be reached where would the usage from my application cached?

Well, it should be set in one place in the application and should be set only once.

Could you please share sample code (do not share public and private keys in code) with template file(s) to show the issue, we will check it soon.

For Question 2), please note, we don’t send the consumption quantity to the server for every api call.
