Missing labels in excel file


I have a report that displays a list of parmeters (lable and then value in textboxes), some of the parameters which are optional. The optional ones are hidden based on an expression.

On exporting to excel, the parameter value is included in the excel export, but the label is missing.

The report is exported to 'Excel2007Xlsx’

The label is shown/hidden based on an expression like
=Parameters!locality_id.Value IS Nothing

Is there a way included these labels in the report, but need to keep the expression.
