I understand Microsoft store all dates and times as local within the mpp file, I really want the task start and finish times as UTC, is it possible to get the time zone the file was saved under, is that stored in the mpp file anywhere?
I note that my code is not running on the same machine as the mpp was created on.

Thank you for posting your query.
The display of our tasks’ start and finish date time is controlled by Microsoft Project and there is no such method to configure these as UTC. For this reason, there is no such feature available in Aspose.Task API that could be used to set tasks’ start and finish time as UTC. However, we will discuss any such possibility with our product team and if it will possible we shall share the information here with you.
