OCR Tiff with PDF Output

Hi

I am trying to work out the best approach for performing OCR on a TIFF image then converting the output to PDF. I have been following this tutorial for creating a Multi Layer PDF:

However I cannot get the text to be placed accurately over the image which results in an unusable search experience when search for text in a PDF reader (adobe).

Is this the best approach or is there a better way to achieve the same result.
