I assume that any fix to Aspose.Cell.dll that you put up in the forums in response to a reported problem also contains all previous fixes? Or is it only specific to the problem reported by the user in the forum?

Generally fixes posted in the forums are specific to the reported problem. After testing and verification, they will be included in a public release.
