using (PsdImage image = (PsdImage)Image.Load("file.psd", new PsdLoadOptions() { LoadEffectsResource = true }) { ... }

I’ve made additional investigation of your input file. It contains multi effects, that are not supported by Aspose.PSD at the moment, but the Team is finishing work on this feature and it will be released in Aspose.PSD 25.3 for Java in the end of month.
