If you have rotated text within the RepeatingRows section of a table, it is rotated the first time, but not rotated on subsequent pages.

I have been able to generate the pdf using your provided XML but can you please provide the resultant Pdf and the expected resultant file, in order for us to have better understanding of the issue.
